I'm posting a crosslink here in the Multiwinner category because I want to draw the attention of people who have been studying multiwinner systems.

https://www.votingtheory.org/forum/topic/476/the-alaskan-top-four-model-iebs brings up a framework in which there are two ballotings to fill a single-winner office. Four or five candidates are to advance to the second balloting. The post asks, among other things, what voting system should be used for the first balloting. This is, in a sense, a multiwinner election. Can a system be chosen with an objective of making it unlikely that clones will advance and crowd down the real choices remaining for the final balloting?

Approval-ordered Llull (letter grades) [10], Score // Llull [9], Score, STAR, Approval, other rated Condorcet [8]; equal-ranked Condorcet [4]; strictly-ranked Condorcet [3]; everything else [0].

@jack-waugh I don’t know much about PR, but this is an attempt to balance seats by considering party affiliations without stuffing clones. Can PR be improved with “Cake Cutting” incentives?
