I used the search function to see if anyone had posted about it on here but saw no results.
It seems like a better approximation of PAV than SPAV is.One observation I made is that starting with an empty committee is equivalent to starting with the SPAV committee, because the empty seats will be filled in sequentially by the same candidates SPAV would pick.

Interesting. So by starting with a random committee, the method is not deterministic. Not that that is necessarily bad in all cases (see COWPEA Lottery), but I do wonder if it's worth the extra complexity over SPAV in what seems to essentially be a box-ticking exercise.
