Default User Settings

Re: Issue: Links don't open in a new window.
In general what should we set the default user settings to? You can find them in the admin panel under the settings tab.

@Marylander I see that there but it didn't look like what I was expecting for default email notifications.
The email that emails should come from should be something like "forum@votingtheory.or, or maybe forum_host@votingtheory.org."
As a default I'd set it to these settings (from notification settings options under profile):
There are a few other settings that seem like they may only be relevant for admin:

Yeah the last 4 only appear on admin accounts.
The emails appear to be coming from theory@votingtheory.org@Marylander I see that there but it didn't look like what I was expecting for default email notifications.
You mean because the "default defaults" never send email notifications?
Anyway, I am fine with these settings as long as there are no issues with sending email by default.

@SaraWolk OK I went ahead and made these change for now.
-
Okay, should we invite a new user to set up an account and report back on the emails they get without changing their notifications? I'll post an action item in the #forum slack.
-
@Marylander I added a line to explicitly agree to opt in for default emails to our terms of service.

@Marylander "The emails appear to be coming from theory@votingtheory.org" -- Yes, I set that. They have to come from some e-mail address, even if it doesn't make particular sense to reply to that address. Maybe I should set up a "no-reply@votingtheory.org" address.
