This is strictly about multiwinner elections, correct?

Not really. Its about electing a parliament but that could be with many single member ridings, many multimember ridings, partisan voting or some combination. The speaker is going to try to tell us that MMP and STV are the best. He is not very knowledgeable on the topic but has the right credential for such a platform. Also, his opinion is in line with that of FairVote so they are incentivizes to push him forward as the definitive authority. I think it is important for others to point out that there are better system and bring some diversity of opinion to the space.

If proxy power is off the table, I'm not smart enough to argue that another procedure for electing the equal-weighted parliamentarians is more democratic than STV. But I'm sure there are others who can bring persuasive arguments that such a more-democratic procedure can be pointed out.

@Keith Out of curiosity, what in particular do you think he lacks knowledge about?

@Marylander Modern cardinal multiwinner methods. I do not think he has ever looked into even the older ones like RRV. Otherwise why does he never mention them?

I read through it once, but I didn't bother to contrast it with RRV.

@Jack-Waugh It is quite different to RRV, it just uses the same ballots. SSS is also worth understanding.

I'm not sure why we can't have proxy representation; it seems to me to give the people more power than merely filling seats does.
But anyway, assuming proxy is off the table, what is the most important criterion for choosing among proportional voting systems?
